Within this framework, the role of governance-based groundwork in propagating morality and spirituality in society is of paramount importance. This study seeks to identify and analyze the principles of such groundwork, guided by the main research question: “What principles must governance-based groundwork for the propagation of morality and spirituality in society adhere to?” The research method is descriptive-analytical and library-based, with data extracted and analyzed using a documentary approach. In the first step, potential principles were derived from the Second Phase Statement; then, they were evaluated, completed, and documented by referring to Qur’anic verses, authentic narrations (hadiths), and the statements of the Supreme Leader (Ayatollah Khamenei). The findings reveal six key principles: 1) active role-playing; 2) selection of qualified agents; 3) commitment to education/training; 4) synergy of effective factors; 5) consideration of the moral and spiritual consequences of activities; and 6) proportionality of preparatory activities. The results indicate that these principles provide an operational framework that can assist public policy planners and implementers in preserving Islamic identity and moving effectively toward the propagation of morality and spirituality. بیانیة گام دوم انقلاب اسلامی، چراغ راهی برای برپایی تمدن نوین اسلامی است که تبیین الزامات آن می‌تواند مسیر حرکت نظام اسلامی را روشن‌تر کند. در این چارچوب، نقش زمینه‌سازی حاکمیت جهت رواج اخلاق و معنویت در جامعه از اهمیت بالایی برخوردار است. این مطالعه با پرسش اصلی «زمینه‌سازی حاکمیتی جهت رواج اخلاق و معنویت در جامعه متوقف بر پایبندی به چه اصولی است؟» به دنبال شناسایی و تحلیل اصول زمینه‌سازی حاکمیتی در این حوزه است. روش پژوهش، توصیفی ـ تحلیلی و کتابخانه‌ای بوده و داده‌ها با استفاده از روش اسنادی استخراج و تحلیل شده‌اند. در گام نخست اصول احتمالی از بیانیة گام دوم استخراج شدند؛ پس از آن با استناد به آیات قرآنی، روایات معتبر و بیانات مقام معظم رهبری ارزیابی، تکمیل و مستند گردیدند. یافته‌های پژوهش شش اصل کلیدی را آشکار کرد: ۱. نقش‌آفرینی فعال؛ ۲. انتخاب کارگزاران دارای صلاحیت؛ ۳. اهتمام به تربیت؛ ۴. هم‌افزا‌سازی عوامل مؤثر؛ ۵. لحاظ پیامدهای اخلاقی و معنوی فعالیت‌ها؛ ۶. تناسب فعالیت‌های تمهیدی. نتایج نشان می‌دهد که این اصول چارچوبی عملیاتی فراهم می‌کنند که می‌تواند برنامه‌ریزان و مجریان سیاست‌های عمومی را در حفظ هویت اسلامی و حرکت مؤثر در مسیر رواج اخلاق و معنویت یاری دهد. https://marefateakhlagi.nashriyat.ir/sites/marefateakhlagi.nashriyat.ir/files/article-files/5003308-1787045843.pdf
